WANT COMPLETE RECIPROCITY LONDON, England, May 15.— Soviet Russia gave its answer today to Great Britains counter proposals for Russian participation in the anti-aggression bloc, and reliable information stated the Soviets were standing on their demand for complete reciprocity. The reply handed to British Ambassador Sir William Seeds by the foreign office in Moscow was a reasoned refusal of the British proposals reports in political circles said. The Soviet embassy characterized the reports as probably substantially correct. The reply, it was said, restated Soviet Russias arguments that if the Soviets are to aid Britain and France in Europe, Britain and France must promise to aid Russia in return. The Soviet note left the door open ,£os further negotiations.
