JERVIS SPENCER REAPPOINTED BALTIMORE, Md., May 15.— Jervis Spencer, chairman of the Maryland State Racing Commission, was reappointed to the board today by Gov. Herbert R. OConnor, for a six year period. In announcing the appointment, Governor OConnor stated that any person who had served as well as the Baltimore banker deserved to be kept in the post.
