PACTS CLAUSES BINDING LONDON, England, May 27.— Extent to which the new British proposal for an Anglo-French-Russian anti-aggression understanding would link the military destinies of the three nations, was a matter of keen speculation in London today. The London Daily Mail reported that under terms of the British plan, any country in Europe resisting with its own military forces a threat against its independence can request the aid of London, Paris and Moscow. According to tha paper, the British government also proposed that if one of ythese three entente powers should answer the call of the threatened nation, the other two would be automatically involved. The Anglo-French-Russian triple entente pact is now in written form, save for signatures, and the government hastened to implement it by inviting Field Marshal Voroshilov, Soviet war commissar, to attend the forthcoming British army maneuvers. Completion of the draft plan to link Britain, France and the Soviets in a union aimed against aggression was revealed when a copy was delivered to Jacob Souritz, Soviet envoy in Paris. British and French quarters hope that negotiations for signature of the pact will be concluded next week.
