I., June 15.— Several changes may be noticed in the new book on rules of racing just released by the Rhode Island Commission. Three rules pertaining: to the claiming of horses should be of particular interest to horsemen. Rule 108 states: "Title to a claimed horse shall be vested in the successful claimant from the time said horse becomes a starter by leaving- the starting gate at off time, and said successful claimant shall then become the owner of the horse, whether he be alive or dead, sound or unsound, or is injured during the running of a race, or after it." This is a change from the former ruling, which vested the title to the successful claimant immediately after a horse left the paddock. Rule 109 states: "If a claimed horse is excused by the stewards before said horse leaves the starting- gate, any claim or claims for said horse shall be void." According to the new rule, 114, "If a winner is claimed, he shall not start in a claiming race for a period of 30 days from the date claimed for less than 25 per cent more than the amount claimed." Formerly all horses claimed," whether they won or not, were subject to a 25 per cent increase in claiming price.
