Kelly to Open HBPA Office at Delaware Course BEL AIR, Md., May 26. Joseph B. Kelly, HBPA secretary in the Maryland-Delaware-West Virginia division, will open his trailer office at Delaware Park on Wednesday, the day before the 33-day meeting starts at the Stanton course. Prior to coming to Delaware Park, Kelly will journey to Waterford Park, where a 40-session begins on Wednesday, May 28. A. F. "Nick" Thomas, has been appointed as an assistant to Kelly and will handle HBPA business at Waterford Park and Wheeling Downs this season. During the summer as many as three tracks will be operating at the same time in the local HBPA division. Except for a return visit to Bel Air on Friday and a trip to Cumberland which opens its 10-day meeting on June 10, Kelly will be at Delaware Park daily throughout the session.
