SPECIAL ALLOWANCE AT DETROIT In all claiming and purse races at this meeting at a distance of a mile or over, the following allowance may be claimed without respect to other allowances except maiden allowance, for horses that have never won a race at a mile or over: Three-year-olds allowed 3 pounds; four-year-olds and upward, 5 pounds.
