New Veterinary Rules Disclosed at Hollywood Act to Close Up Loopholes That Might Permit Drugging of Horses By OSCAR OTIS HOLLYWOOD PARK, Inglewood, Calif., May 30. New rules governing the "conduct" of veterinarians practicing in. the racing enclosure were disclosed Here today following an "emergency" meeting of track, state, and TRPB executives. Acting to close up every possible loophole that might permit a horse to be stimulated, the vets were informed that henceforth, as they made their rounds, they would be accompanied by a management representative, presumably a TRPB agent. Also, it was announced that henceforth a red marker would be posted on the stall of every starter so that the vets would make no mistakes, or be tricked by a trainer, into thinking a horse that was an, intended starter and who might be designated by the trainer sa a non-starter to the vet. Purpose of having veterinarians treating horses in the Hollywood Park stable area accompanied by TRPB men is to keep a record of what horses are being treated and when, it was explained. The system of placing cards over stalls of horses entered, in races will enable veterinarians to avoid inadvertently violating the 49-hour rule which states that no medication may be given a horse within 48 hours of a race, unless special permission has been given by the stewards. The red cards will also alert trainers and TRPB and racing board men as to which stalls should be guarded to prevent unauthorized persons from approaching. Meanwhile, questioning of persons who may be able to furnish clues in the stimulation cases continues, and tests on various medicines, vitamins, leg paints, and other materials used on horses or with which they come in contact are being made by the Truesdail Laboratories, official racing board chemists.
