CHANGE MURPHYS BILL DETROIT, Mich., June 24. Governor Murphys three-man racing commission bill came out of the judiciary committee minus the dog racing features attached in the House of Representatives. The bill, in addition to calling for a three-man racing commission, reduces the breaks from a dime to a nickel and also requires race tracks to install a 1 totalizator. It also permits the operation of a second horse track in the Detroit area. At present there is only one member of the racing commission. i i
