MEADE AGAIN REFUSED JACKSONVILLE, Fla., June 24 Jockey Don Meade, one of the countrys leading riders, who was barred from the ovals after allegedly pulling a horse on the Hialeah course two seasons ago, appeared before the board to ask for his reinstatement. Declaring he was guilty of the charge, but that he had "learned his lesson" he assured the commissioners that he would never be guilty of similar actions in the future. After a t lengthy executive session, however, the commissioners denied his application for reinstatement.
