BLUM CABINET QUITS PARIS, France, April 9 After the Senate had refused to grant Premier Leon Blum dictatorial powers the premier formally an-nounced the resignation of his entire govern-1 ment. A decisive vote of 223-49 against him 1 caused the Socialist leader to make his decision. Upon learning of the vote he left the I Senate building and proceeded to the Chamber of Deputies, where he told the assembly J of his intention to resign.
