PREVENTS CONGESTION MIAMI, Fla., Nov. 24. New terraced observation stands along the main promenade will lessen congestion in the grandstand areas and prevent the passageways from becoming blocked this winter at Hialeah. These terraced stairways are something unique on Americas race tracks, and so arranged as to provide splendid vantage points from which to witness the running of a race. There are five of these stands, each able to accommodate 300 persons. A new field stand also has been built, adjoining the other two units at the far end of the track.
