GEORGIA ON "BLACK LIST"- WASHINGTON, D. C, Nov. 24. -Failure of Georgia to raise funds to match federal recovery efforts threatened to place that state on the administrations "black list" today. Both President Roosevelt and Secretary of Interior Ickes have voiced warnings that Georgia will be declared ineligible to receive relief funds from the Federal treasury unless it makes provisions to raise its share.
