REFUSES HITLER DECORATION CINCINNATI, Ohio, Nov. 30 Declaring he was not interested in any other country except the United States, Frederick W. El-vin, president and editor of the Cincinnati Freie Presse, today refused to accept the Order of Merit of the Germany Eagle, second class, from Adolf Hitler. Elvin, who is seventy-three, has. been editing a newspaper printed in German for thirty years. He declared: "My policy is the United States first, last and always. The only decoration I want is one from this country." Elvin was one of six Americans awarded the decoration.
