AGREE ON U. S. HOUSING LOAN WASHINGTON, D. C, Dec. 3. Joseph McCarthy, Chicago housing authority representative, completed negotiations with the United States Housing Authority Thursday for a ,674,000 loan, to be used for the construction of a 1,708-unit Negro low-renting project on the South Side. McCarthy further stated that he would request 50,000 of the total for use in defraying cost of completing plans for the project.
