STRIKE HALTS NORMANDIE i PARIS, France, Dec. 3. The French announced this evening that the liner Nor- J mandie would be unable to sail for New York tonight because of a strike of maritime workers at Havre. Two thousand members of the crew of the giant liner held a strike meeting today as Premier Daladiers government sought to smash a general French line walkout called by French maritime labor leaders at Havre. The strike was called at Havre, vital French port, in protest against the governments economic decrees. Merchant marine quarters feared that if it was not broken it would spread to all French shipping companies and all ports.
