STATE INCOME TAX BILL SPRINGFIELD, 111., April 19. A bill introduced into the House yesterday by Representative William Vicars of Pontiac provides for a 2 per cent tax on all net incomes beginning with the 1939 returns. Exemptions for single persons would be 00, and for heads of families ,000. Vicars claims that a flat 2 per cent income tax would not violate the constitution, which provides for uniform taxation.
