FRANCE SUBSIDIZING FAMILIES PARIS, France, April 19. France today took a leaf from the book of Europes totalitarian states and began subsidizing families to boost the birth rate. The Journal published a decree ordering supplementary pay- ments to French families beginning with the third child, which will net forty-two francs a month for its parents. Some families with the largest number of children will receive payments up to 1,800 francs a month.
