DENOUNCES SUGAR BILL WASHINGTON, D. C, April 19. President Roosevelt today denounced the Senate-approved Ellender sugar" bill, inferentially crediting it to the activities of the sugar lobby interests and asserting that its enactment would be a serious threat to this countrys relations with other American republics. In a 2,500-word letter to Chairman Jones, of the House Agricultural Committee, the Chief Executive analyzed every provision of the measure, sponsored by Senator Ellender Democrat, Louisiana, and attacked each. The bill, already passed by the Senate, and now pending in the House, would revise the entire structure of sugar quotas to favor domestic continental producers, as against those in Cuba and Hawaii. Mr. Roosevelt declared the legislation raises grave governmental problems, which transcend the specialized interest and functions of the individual governmental departments involved, and declared that for that reason he was setting forth the administrations views on the proposal.
