OHIO RIVER STILL RISING CINCINNATI, Ohio, April 19. Rising slowly between Steubenville, Ohio, and Cairo, 111., the Ohio River today surged on to its crest, but reports of falling tributaries indicated the threat of a major flood was over. A crest of fifty-eight or fifty-nine feet was predicted for this point late today, or tomorrow, by W. C. Devereaux, meteorologist Flood stage is fifty-two feet. At Pittsburgh the sti-eam was receding slowly.
