RIGGS IN FRENCH SEMI-FINALS PARIS, France, June 15.— Bobby Riggs, of Chicago, earned the right to enter the semifinal play in the French hard courts tennis championship yesterday when he defeated Ignace Tloczynski, of Poland, 6-2, 6-2, 8-6 and 7-3.
