Senate Passes Charity Bill SACRAMENTO, Calif., May 7.— The bill which would exempt charity days at California race tracks from federal income taxation has been passed by the Senate and is on its way to the Assembly. Described by its sponsor, Republican Ralph Swing, as a "highly technical bill," it seeks to meet a recent ruling by the United States Bureau of Internal Revenue which declares that the "take" a charity derives from such a day is taxable.
