Driscoll today approved a bill for increasing the states share of revenue from three New Jersey race tracks by an estimated ,000,000 in 1947. The measure, which applies to the Atlantic City, Garden State and Monmouth race tracks, provides a new formula affecting both the states share of the 10 per cent "take" on pari-mutuel betting and on breakage. From each track, the state will continue to take its present 4 per cent of the mutuel handle if betting for the season is less than 0,000,000. If the handle exceeds that figure, the states share will increase 1 per cent for each additional ,500,000 until it reaches 8 per cent. In addition, New Jersey will receive 18 per cent of the breakage on daily average betting between ,000,000 and ,500,000, with the state taking all breakage over the latter figure. The tracks will keep all breakage if the daily betting is less than ,000,000. Before signing the measure, Driscoll severely criticized last-minute amendments to an original bill which would have boosted the states share by more than ,000,000. The amendments, sponsored by state senator Frank S. Farley, Atlantic City Republican, were approved by the legislature shortly before it adjourned on April 22. Driscoll said he would have vetoed the amended bill, which, he charged, was backed by lobbyists for the race tracks, "were it not for the financial requirements of the state." He added that he would seek passage of the original bill at the next session of the legislature.
