Many Early Arrivals For NARC Convention Texas Youth Guides King Ranch Attend Four-Day Conclave BELMONT PARK, Elmont, L. I., N. Y., May 13. — Many early arrivals for the fifteenth annual convention of the National Association of State Racing Commissioners visited Belmont Park this afternoon as the guests of George D. Widener, president of the Westchester Racing Association. Members of the Nebraska commission and representatives of the Association of Official Racing Chemists, an affiliate of the NARC, were among the early arrivals. More than 200 persons are expected to be present when chairman Ashley Trimble Cole, of the New York State Racing Commission, calls the roll at 9:30 Monday morning at the Commodore Hotel. The convention will run for four days, opening Monday morning and continuing through Thursday, May 18. This will be the third NARC convention to be held in New York, which was the site of the 1940 and 1943 gatherings. The New York commissioners, chairman Cole, who is president of the NARC, and William C. Langley and L. A. Swirbul, have arranged an elaborate business and social program for the four-day congress. The current officials of the NARC, in addition to president Cole, are Earl J. Moyer, Nebraska, first vice-president; A. S. Drew, Louisiana, second vice-president; Leo A. Edwards, third vice-president; Loyd Wright, California, chairman of the advisory committee, and Mrs. A. E. Smith, Kentucky, acting secretary. The registration bureau for delegates will open at 4 p. m. on Sunday on the mezzanine floor of the Commodore. The formal sessions will open in parlors B and C on the ballroom floor on Monday morning. There will also be an afternoon session devoted to business on Monday, followed by morning sessions only on Tuesday, Wednesday and Thursday. Among the matters of vital interest to be discussed at the business sessions on Monday are "Uniform Rules and Procedure," "International Relations," "Stimulation and Drugs," "Pari-Mutuel Taxation," "Legalized Off-Course Betting," and an open forum attended by representatives of such organizations as the American Trainers Association, Horsemens Benevolent and Protective Association, Thoroughbred Racing Associations of the United States, Inc., Jockeys Guild, Inc.,; New York Turf Writers Association, Daily Racing Form, American Thoroughbred Breeders Association, and California Thoroughbred Owners and Trainers Association.
