Increase Pari-Mutuel Tax To State in Massachusetts BOSTON, Mass., May 13.— Only 30 minutes before post time for the first race at Suffolk Downs today, Gov. Paul A. Dever signed into law a bill boosting taxes on horse and dog racing in Massachusetts, which is expected to add about ,300,000 annually to the states treasury. The new taxes apply to todays handle at the East Boston track because the bill bore an emergency preamble making it effective immediately upon signature. The measure will increase taxes on pari-mutuel betting by three-fourths of one per cent at varying top levels of track handles. Legislators estimate it will cost bettors ,000,000 and the tracks 0,000 annually. Governor Dever was addressing a CIO gathering in Salem, some miles away, when the bill was enacted by the Senate.
