Fine Charles Town Trainer CHARLESTOWN, W. Va., May 24.— A. S. Moore is fined one hundred dollars 00.00 for starting a horse without a trainers license, also for violation of rules 156 and 167 of the West Virginia Racing Commission, according to- a ruling handed down here today by the stewards.
