Kohout Bill Would Permit Night Thoroughbred Racing SPRINGFIELD, 111., May 28. Two new racing bills were introduced in the Assembly here yesterday and set for hearing Wednesday afternoon before the House Agricultural Committee. Night thoroughbred horse racing would be permitted under a measure sponsored and introduced by Reps. Joseph G. Kohout D. Chicago and Clyde Choate D. Anna . The second bill, introduced by Rep. Clyde Lee D. Mount Vernon, would allow harness racing on running horse tracks and would also increase the "take" from 11 to 14 per cent. The states "Take," accordingly, would be upped from 2 to 5 per cent, as proposed in a senate bill which already has passed the upper chamber.
