California Assembly Passes New Measure on Licensing SACRAMENTO, Calif., June 2.— Assembly Bill 3141, characterized by its opponents as being aimed at the Los Angeles Turf Club, operators of Santa Anita Park, passed the California Assembly yesterday by a vote of 42 to 23. The measure, if enacted into law, would authorize the California Horse Racing Board to refuse to issue a license for racing to any applicant who is engaged in any business other than racing if it were established that such business would be injurious to racing. Assemblymen opposed to the measure declared that its sole purpose was to "harass" the Los Angeles Turf Club, which also operates the Lake Arrowhead resort in San Bernardino County. The racing board already has the power to withhold a license from any applicant, they stated, and the proposed measure is therefore unnecessary. The measure now goes to the state senatr where its fate, is doubtful.,
