Gov. Warren Gives Views On Third Los Angeles Track SACRAMENTO, Calif., June 9.— "The state has no right to set up a monopoly and take money away from one group and give it to another in the form of enormous profits," Governor Earl Warren told a press conference this week when asked to comment on legislation which would favor a third major race track in Los -Angeles county. The states chief executive made it plain that he was neither in favor of nor opposed to a third race track, but observed that willingness of race track operators to accept reasonable profits should have a definite bearing on whether or not an additional track is authorized.
