Consult Rule Book When Claim Is in for Scratched Horse CRANWOOD PARK, Warrensville Heights, Ohio, June 25. — The rule book was brought, into use here this afternoon after the running of the sixth race. Mrs. S. G. Stecklers Coyote was scratched in the post parade, but there was a claim in the box for the Case Ace gelding. Rule 35 covers the situation however and it reads as follows: "A horse is a starter for a race when it has been delivered by its groom on the track from the paddock, except when it is excused for any cause by the stewards, prior to the actual start* or when it is locked in the gate at th? start and refunds are ordered." Therefore since the horse is not considered as being a starter the claim is not good. It was the first time that such a situation has arisen here in Ohio for sometime.
