RELIEF ROLLS DECLINING WASHINGTON, D. C, Nov. 25. Government agencies report a continued improvement in business and the first downturn in relief rolls in many months. The Works Progress Administration reported its employment rolls totaled 3,257,437 on November 12, a decline of 5,243 from the previous week. National income has shown an increase for the past five months, according to a report by Secretary of Commerce Roper.
