JAPS AND GERMANS SIGN TOKYO, Japan, Nov. 25. The Germany-Japanese cultural agreement, providing for co-operation between Nippon and the Reich, with regard to. propaganda and other activities, was signed today by Foreign Minister Arita. A foreign office spokesman denied that Japans signature implies that she will adopt anti-Jewish or other discriminatory measures.
