CUBAN COMMISSION FORMED Five Members Appointed to Supervise Sport at Havana. Manuel Cardenas Made Chairman Plans Being Made to Issue Cuban Stud Book In Future.- HAVANA, Cuba, Nov. 25. For the first time in the history of Cuban sports, a racing commission, with discretionary powers has been organized. It will swing into action when Oriental Park, under the auspices of the Havana-American Racing Association, of which Albert Levey is president, opens its 1939 season January 12 and runs through to March 12. The board consists of five public spirited citizens and sportsmen of the highest type Manuel Cardenas, chairman; Antonio Ruiz, Dr. Alberto Inclan, Miguel Suarez and Antonio Carrillo. Cardenas is one of the leading Cuban horse breeders; Ruiz, horseman; Dr. Inclan, famous bone specialist; Suarez, business man, and Carrillo a judge in the courts here as well as one of three stewards at the track. Sergio Varona, sports editor of El Mundo, officiates in an advisory capacity to the commission. The Cuban Racing Board will supervise the turf sport here along the lines of The Jockey Club in New York, following closely all of its rules and regulations. The solons will have an office at the track proper. A Cuban stud book will come into being after the first meeting shortly. Heretofore, Cuban racing has had no official supervision. Banishment of crooked owners, trainers and jockeys was left to the discretion of the promoters. In this respect H. D. "Curley" Brown, father of Cuban thoroughbred competition, who built Oriental Park back in 1915, ruled with an iron hand. The board was organized and the commissioners appointed by Major Jaime Marine of the army, first assistant to Col. Fulgencio Batista, and director of the National Sports Committee. Major Marine is a sportsman every inch of his small stature. The sports promotion begins in December and finishes February next. Many of the most prominent athletes from the United States have been invited to exhibit their wares before the local populace.
