RESIGNATION REFUSED LONDON, England, April 5. The Evening Standard declared today that Earl Stanhope, First Lord of Admiralty, offered his resignation as a result of his dramatic announcement last night that the fleets anti-aircraft guns had been suddenly manned against a possible emergency. Prime Minister Neville Chamberlain, the Standard asserted, refused to accept Stanhopes resignation from the cabinet.
