WHITE HOUSE CONFERENCES WASHINGTON, D. C, April 11. In a plainly serious mood, the "big four" in Congressional leadership emerged from the White House today after an unusually lengthy huddle with President Roosevelt. Vice-President Garner, Senate majority leader Barkley, Speaker Bankhead and House majority leader Rayburn were closeted with Mr. Roosevelt for an hour and a half. The prolonged conference and the grave demeanor of the conferees indicated that there had been some plain talking within the administrations high command. j
