IS MUSSOLINI BACKING DOWN? LONDON; England, April 11. An authoritative source disclosed that as a result of an interchange of messages between London and Rome, there is some possibility that Mussolini tomorrow may name the date for withdrawal of Italian troops from Spain. The withdrawal would take place after Generalissimo Francos victory parade in Madrid, it was understood. This announcement, in conjunction with Italian assurances regarding Greece, would be regarded as definitely easing the situation and enabling Prime Minister Chamberlain, perhaps, to take a less forthright line on Thursday, when he addresses the House of Commons. It was learned that full Anglo-French naval collaboration in the Mediterranean has already been agreed upon. Under the plan presently formulated, France would move a large proportion of her Atlantic fleet to the Mediterranean. Britain and France then would divide the work in the Mediterranean, with the French patroling the western end as far as Malta and the English southeast from Malta to Suez.
