MANCHESTER HONORS KENNEDY MANCHESTER, England, May 17.— Civilization is beset by "crowding dangers," United States ambassador Joseph Kennedy said today r s he received an honorary degree from Manchester University. "The world today is a sorry muddle," he said. "We are living in precarious times. Civilization steers a course amid crowding dangers. It will require our best efforts and the best use of our ablest minds and energies if we are to win through safely. All of us have been existing for sometime now under a lowering cloud of foreboding fear."
