Fined for Diverting Materials SAN FRANCISCO, Calif., May 21. Fines aggregating ,500 which were assessed by District Judge Robert Foley in Carson City, Nev., against Chester Fippin, of Carson City, and the St. Claire Corporation, of St. Nazaire, Calif., were upheld here yesterday by the United States Circuit Court of Appeals. The St. Claire Cor- poration and Fippin were fined last December by Judge Foley for the alleged diversion, of building materials from the Tanforan race track for the construction of the Star Harbor Gambling Casino at Lake Tahoe on the representation that the materials were to be used in the construction of veterans homes.
