EARL J. MOYER New NARC Head Active In Sport Many Years Lawyer by Profession, Moyer Was Official at Madison, Neb., Track NEW YORK, N. Y., May 16— Earl J. Moyer, chairman of the Nebraska State Raing Commission, is the new president of the National Association of State Racing Commissioners. At the first days session today of the four-day annual convention of the latter organization he was elected to succeed Ashley C. Cole, chairman of the New York Racing Commission. Moyer previously served as first vice-president. His elevation was in accordance with association procedure. Moyer is a native of Madison, Nebr., and has long been identified with the thoroughbred. He was named to the Nebraska commission 10 years ago, and has been its chairman for the past two years. He was an active principal in the affairs of the Madison County Fair in his home town, and was a pioneer in the construction of Madison Downs there, a half-mile track. He served as secretary of the Madison County Agricultural- Society, which sponsors the non-profit race meetings, for several years. A lawyer by profession, Moyer graduated from the law school of the University of Nebraska. Declining many offers to practice law in Metropolitan areas, he established himself in his home town of Madison and soon became a leading member of the Nebraska Bar Association, and has taken an active part in the associations activities for the past 25 years.
