Shaffer, Harris at NARC Meet FAIR GROUNDS, Detroit, Mich., May 16. — E. E. Dale Shaffer, president of the Michigan Racing Association and a member of the Kentucky Racing Commission, departed for New York to attend the annual convention of the National Association of State Racing Commissioners. Frederick E. Harris, Michigan racing commissioner, also made the eastern trip for the conclave.
