NASRC to Conform to By-Laws Relative to Temporary President LEXINGTON, Ky., June 12. — When asked to comment on the action of Floridas Governor Fuller Warren in appointing an entirely new slate of racing commissioners in his state, Mrs. A. E. Smith, secretary of the National Association of State Racing Commissioners, referred to a section of the by-laws of that organization which reads: "When any person ceases to be a member of a duly and legally constituted racing body or commission, a vacancy in the office to which he is elected shall exist and such vacancies shall be filled in a manner hereinafter provided: The executive committee to fill all vacancies occurring in elective offices during the interim between the annual meeting of the association and the person named to fill a vacancy shall serve until his successor is duly elected as provided by these by-laws or until he is otherwise disqualified." Chairman Leo Edwards, of the Florida Commission, who was among those relieved by Governor Warren, also was president of the NASRC. It was Mrs. Smiths opinion that the executive committee of the NASRC would conform to the by-laws and name a temporary replacement for Edwards.
