OTIS AND HILEMAN PATROL JUDGES AT ARLINGTON ARLINGTON, Texas, Oct. 1. Decision of the Texas Jockey Club to maintain two patrol judges during the forthcoming thirty-three days of racing starting October 22, should prove popular with patron and owner alike. Frank Otis, who has been patrol judge at Arlington Downs since the return of racing to Texas, will work with E. A. Hileman this year. Both will be mounted, and each will pay particular attention to the horses and riding in the back stretch and both turns. A patrol judges tower is one of the improvements at Arlington Downs this season-. One of the pair will occupy this point of vantage during the running of all races.
