DISLIKE WEIGHT SCALE TORONTO, Ont., May 23— Many horsemen quartered here are expressing their disapproval of the new weight scale adopted by the Independent Canadian Racing Associations, and plan to appoint a deputation to request that body to return to the old rule. Horses at present are being entered at six pounds below the scale weight, which holds the poundage high.
