UNION DELEGATES TO ANSWER HOUSTON, Texas, Oct. 11 President William Green, of the American Federation of Labor, said today that delegates to the organizations convention here, will provide the answer to John L. Lewis offer to resign as head of the CIO if Green will also quit. He wa3 obviously referring to his virtually certain re-elecion. He read newspaper dispatches of Lewis offer before leaving his hotel for Convention Hall, and smiled as he reached the end. "No comment on "a thing like that," he said. Then, after a pause, he added: "The delegates will give him his answer before we adjourn."
