REGARDING PHOTO FINISHES PAWTUCKET, R. I., Oct. 13. Francis J. Kiernan, chief of the Rhode Island division of horse racing, at a meeting this morning, instructed placing judges in regard to photo finishes at Narragansett Park during the fall meeting. He said: "When there is no doubt as to the winner of a race, or of the first and second horses and if there is doubt as to the third and fourth horses, the numbers of the winner and the second horse shall be posted. The numbers of horses whose placing is at all doubtful will not be posted until the judges have inspected the picture." Chief Kiernans ruling, which will prove popular with the public, is in response to requests so often made by newspapermen during the summer meeting.
