CHICAGO TO OBSERVE NAVY DAY Mayor Kelly issued a proclamation today asking .hat flags be displayed and appropriate ceremonies be held in celebration of Navy Day, October 27. In the proclamation Mayor Kelly cited that day as the birth date of Theodore Roosevelt, who was a strong advocate of naval strength, and the anniversary of the establishment of the American Navy by Congress in 1775.
