CIANO REPLIES TO U. S. ROME, Italy, Oct. 17. Foreign Minister Count Galeazzo Ciano handed to United States Ambassador Wm. Phillips a formal reply to a recent note from Washington requesting that the rights of the two hundred American Jews in Italy be respected. The note declared that the expulsion order applied to Americans and that under a strict interpretation of its terms, the Americans must be out of taly by March 1, 1939. Under the legislation of the Fascist Grand Council, however, some provision was made for exemption of certain categories of Jews, whether foreign or Italian. American circles in general felt that virtually all American Jews would have to leave the country, but the embassy appeared to be more hopeful.
