NEW ILLINOIS SENATOR The appointment by Governor Horner of James M. Slattery, chairman of the Illinois Commerce Commission, as United States senator to fill the vacancy caused by the death of Senator James Hamilton Lewis, caused no great surprise, as Mr. Slattery was mentioned the most likely choice, being a close personal friend of the governor. Slattery will serve until the fall of 1940, when the voters will elect a senator to continue the Lewis term until January, 1943,
