APPEALS TO DICTATORS WASHINGTON, D. C, April 15. President Roosevelt today asked Chancellor Hitler and Premier Mussolini to promise to keep the peace for at least ten, and preferably twenty-five years. He proposed,, if such a promise is given, to hold world disarmament and economic conferences, in which the United States would participate.
