PROMISE BRITISH GUARANTEE LONDON, England, April 29. — A binding promise from Reichsfuehrer Adolf Hitler to preserve the peace will form a prerequisite of any non-aggression pledge by Britain to Germany, it was learned today. Official circles flatly denied reports that Britain had already taken the initiative toward an Anglo-German rapprochement. The government is expected formally to state its willingness to join in a guarantee to Germany against aggression, but a pledge from Hitler himself to maintain peace throughout Europe must precede it. In reply to Hitlers accusations against Great Britain during his speech to the Reichstag yesterday, Britain will probably reiterate its denial of any attempts to "encircle" the Reich. First intimations that Britain was ready to discuss some new agreement with Germany on Britains own terms came from the British semiofficial radio last night. Largely for German consumption, it was announced that if Germany ever felt herself threatened by unprovoked aggression Britain would be glad to 1 give the Reich a guarantee. i
