PENCE FOR ST. CHARLES HOME SPRINGFIELD, 111., May 12.—The House approved the Senate bill authorizing construction of a 0,000 fence to surround the i St. Charles Home for Boys, which has been the scene of numerous escapes of late. The fence is to be of ornamental metal and will be illuminated at night.
